This handbook is a practical guide for those involved in the improvement of HIV testing and counseling (HTC) services. It describes the quality assurance cycle and how to construct a quality improvement framework. To meet the needs of both public health systems and nongovernmental organizations involved in the delivery of HIV services, it spans the whole process of HTC, from point of entry to successful onward referral.
